Barbara Raths, Executive Vice President, Commercial Banking, joined the company in 2019 and became Executive Vice President of commercial banking in 2024. Ms. Raths most recently served as Senior Vice President, Director of Treasury Management and Government Banking, where she led business, nonprofit and government treasury management business development efforts, supported by her extensive experience in cash management, risk management, and foreign exchange (FX) and trade finance. Prior to joining Camden National Bank, Ms. Raths held government banking roles at People’s United Bank, and worked in corporate treasury finance at WEX, Inc., and served as the Deputy State Treasurer for the State of Maine. Ms. Raths is actively involved in the community. She chairs the Board of Trustees for the Maine Health and Higher Educational Facilities Authority, serves as the Secretary of the Board of Directors for the Maine International Trade Center, and is a member of the Maine District Export Council.

Barbara received an M.B.A. from the University of Southern Maine, has a B.A. with Highest Honors from Bates College. At Bates, she was President of the debate team and competed in National and World Debate Championships. Barbara currently serves as Chair of the Board of the Maine Health and Higher Educational Facilities Authority and Board Secretary for the Maine International Trade Center. She has previously served on the Board of Trustees of Bates College and the Board of Trustees of Breakwater School. She lives in Cape Elizabeth, Maine with her husband, Joseph Boucher and their 3 children.

Dorcas is a certified public accountant with extensive experience as a Financial Executive for several Maine-based organizations.  She currently serves as the Nonprofit Practice Leader for Charles River CFO, a boutique financial consulting firm.  She has a bachelor’s degree from Colby College and an MBA from Cornell University.  Dorcas is a proud alumna of the Psi Class of Leadership Maine.

Terry Brann became the Chief Financial Officer at MaineGeneral Health in January 2015.    Before joining MaineGeneral in February of 2014 as the Administrative Director of Finance, Terry worked for the State of Maine for 27 years.  His career with the State began in 1987 at the Department of Audit.  In 1998 he transitioned to the Office of the State Controller where he served in various leadership roles including the State Controller starting in 2009.  He has been a certified public accountant since 1996 and graduated from the University of Maine in Augusta with a B.S. in Accounting.

Lori Dwyer is president and CEO of Penobscot Community Health Care, the largest federally qualified health center in Maine. A lawyer, Dwyer has been devoted to public and community service throughout her career. She holds an M.A. summa cum laude from the University of Alabama and a B.A. cum laude from Duke University.  Early in her career, she taught English in both Luxembourg and Venezuela before attending the University of Maine School of Law, where she graduated second in her class. Dwyer practiced labor and employment law with Bernstein Shur in Portland, Maine for seven years and was recognized by the Maine Bar Foundation for her pro bono service.  An avid outdoorswoman and athlete, Dwyer lives in Bangor with her family.

Tracy Elliott, Vice President of Finance and Controller for the University of Maine System, has been with the organization for 30 years and currently leads its finance, investment, accounting and payroll functions. A Certified Public Accountant and a Certified Internal Auditor, Tracy started her career in public accounting and led the University’s internal audit function. Other boards that she currently serves on include Maine’s Advisory Committee on Education Savings and Seaboard Federal Credit Union.

Tracy is a graduate of the University of Maine with a Bachelor of Science in Business Administration, with concentration in Accounting, and a Master in Business Administration, Finance Track. She resides in Bangor, Maine with her husband and they have three adult children.

Joe Kellner serves as the CEO of LifeFlight of Maine, where he brings a deep understanding of healthcare policy, and a dedication to building world-class EMS systems to improve healthcare outcomes.

While studying at the University of Maine, Joe approached the local volunteer ambulance service to learn where he could find an EMT course, mostly to acquire some basic skills should they become necessary. The on-duty crew convinced him to do an observation shift on the ambulance, and he was hooked.

Over his twenty-year career, he has worked for EMS agencies of all types, including volunteer, municipal, private, and healthcare system-based. He has served in various roles, including EMS clinician, educator, supervisor, director, service chief, and as the senior leader of Northern Light Medical Transport, one of the largest ambulance services in the State of Maine.

With a strong interest in advocacy and policy, Joe served on the Maine EMS board for seven years under appointments from both Governors Lepage and Mills, including a term as its chair, and now serves as the chair of the Maine EMS Licensing Board. He regularly testifies on EMS issues before the Maine legislature and has advocated nationally on issues facing EMS.

Joe earned both his Bachelor of Arts and Master of Business Administration degrees from the University of Maine in Orono. He is a fellow of the American College of Healthcare Executives and a licensed paramedic in Maine. He lives in Windham with his wife, Caitlin, and their two boys, Elliott and Leland.

Peter Merrill retired in 2022 from the Maine State Housing Authority where he served as Deputy Director. He has been with MaineHousing since 1995 and served on MaineHousing’s Board of Commissioners in the late ‘80s.

Prior to joining MaineHousing, he worked for the Maine Oil Dealers Association, Merrill Industries, the National Association of Housing Co-operatives, and The George Washington University Medical Center. Peter has served on a number of civic, charitable, and professional boards. He currently serves on the Board of the Maine Historical Society and as Chair of the Maine State Cultural Affairs Council.

Peter has a BA from The George Washington University and an MBA from Southern New Hampshire University. He is the father of two adult children. He and his wife Leslie live in Portland.

Lloyd P. LaFountain III was first appointed to the position in 2005 and subsequently reappointed to the position in 2010, 2015, and 2021.

Pursuant to Maine statutory law, the Superintendent of the Maine Bureau of Financial Institutions is an ex officio member of both the Maine Health and Higher Educational Facilities Authority and of the Maine Municipal Bond Bank.

Prior to his appointment as Superintendent, he practiced law in York County for 17 years. In addition, he represented a portion of Biddeford in the Maine House of Representatives from 1994-1996 and represented Arundel, Biddeford, Kennebunk, and Kennebunkport in the Maine State Senate from 1996-2004. While in the Maine Legislature, he served as Senate Chair of the Joint Standing Committee on Banking & Insurance for 8 years.

Superintendent LaFountain received a B.A. from the College of the Holy Cross and a J.D. from Suffolk University Law School. He presently resides in Manchester, Maine with his wife. They have three adult children.

Joe Perry was elected State Treasurer in December of 2024 by a Joint Convention of the House and Senate. Joe was first elected to the Maine House in 1996 and served 20 years in the Maine Legislature, with 14 years on the Taxation Committee, six as Senate Chair and two as House Chair. In addition, Joe served on Banking and Insurance, Transportation, Inland Fisheries and Wildlife, OPEGA, IDEA, and the Joint Select Committee on Property Tax Relief. Joe also served 3 years on the Bangor City Council.

Joe grew up in Veazie Maine, the 5^th of 6 children to Byron and Mary Perry. For 32 years Joe owned and operated a neighborhood market near his home in Bangor, where he resides with his wife and two children.

Chelsey has served as Associate Commissioner since January 2022. In this role, she oversees the Office of Policy and Government Affairs, the Office of Federal Programs (funding, assessment, accountability, and school support), the Office of Certification, Higher Education, and Educator Support, the Office of School Construction and Facilities, and Education in the Unorganized Territories, providing strategic leadership and support. Before her current appointment, Chelsey led the Department’s offices of Policy and Government Affairs and ESEA Federal Programs and Continuous School Improvement. She serves on the New England Board of Higher Education, the Maine Defense Industry Alliance (MDIA) board of directors, Maine’s Commission for Community Service, and the national board of America’s Service Commissions (ASC).

Throughout her career, Chelsey has focused on improving student outcomes as a classroom teacher, curriculum specialist, school leadership coach, nonprofit leader, and senior executive in state government. Chelsey began her career in education as an elementary school teacher in Washington, DC. She later worked for Teach For America, training novice teachers in Philadelphia. Before returning home to join the Maine Department of Education, Chelsey was the Senior Program Manager for Reading Partners, a national, evidence-based, community-driven literacy intervention program. In her role, she managed a team of literacy interventionists and programming in Title I elementary schools throughout Washington, DC.

Chelsey holds a Master of Education in Curriculum and Instruction from George Mason University, a Certificate in Education Finance from Georgetown University’s McCourt School of Public Policy, and completed the Harvard Kennedy School’s Senior Executives in State and Local Government program. She earned a Bachelor of Science in Honors Government and Public Policy and graduated summa cum laude from Liberty University. She is a proud member of Leadership Maine’s Omega Class and the second cohort of Emerging State Executives in Women Leading Ed.

Chelsey enjoys spending time with her husband and their two children. They enjoy hiking, traveling, trail riding, and renovating old homes.
