Chelsey has served as Associate Commissioner since January 2022. In this role, she oversees the Office of Policy and Government Affairs, the Office of Federal Programs (funding, assessment, accountability, and school support), the Office of Certification, Higher Education, and Educator Support, the Office of School Construction and Facilities, and Education in the Unorganized Territories, providing strategic leadership and support. Before her current appointment, Chelsey led the Department’s offices of Policy and Government Affairs and ESEA Federal Programs and Continuous School Improvement. She serves on the New England Board of Higher Education, the Maine Defense Industry Alliance (MDIA) board of directors, Maine’s Commission for Community Service, and the national board of America’s Service Commissions (ASC).
Throughout her career, Chelsey has focused on improving student outcomes as a classroom teacher, curriculum specialist, school leadership coach, nonprofit leader, and senior executive in state government. Chelsey began her career in education as an elementary school teacher in Washington, DC. She later worked for Teach For America, training novice teachers in Philadelphia. Before returning home to join the Maine Department of Education, Chelsey was the Senior Program Manager for Reading Partners, a national, evidence-based, community-driven literacy intervention program. In her role, she managed a team of literacy interventionists and programming in Title I elementary schools throughout Washington, DC.
Chelsey holds a Master of Education in Curriculum and Instruction from George Mason University, a Certificate in Education Finance from Georgetown University’s McCourt School of Public Policy, and completed the Harvard Kennedy School’s Senior Executives in State and Local Government program. She earned a Bachelor of Science in Honors Government and Public Policy and graduated summa cum laude from Liberty University. She is a proud member of Leadership Maine’s Omega Class and the second cohort of Emerging State Executives in Women Leading Ed.
Chelsey enjoys spending time with her husband and their two children. They enjoy hiking, traveling, trail riding, and renovating old homes.
